The biometric passport (with fingerprints) is a travel document enabling its bearer to travel abroad.
The passport is only required to enter the territory of the countries requiring it, namely most foreign countries outside the European Union (EU). Entry and residence visas are affixed to the passport in those foreign countries when this formality is required.

Information on the introduction of the biometric passport
After several years of a negotiation process concerning the introduction of minimum standards for security features in passports and other travel documents, on 13 December 2004 the Council of the European Union adopted EC Regulation no. 2252/2004 laying down standards for security and biometric features to be included in passports and travel documents issued by Member States.
The introduction of biometrics in Luxembourg passport was phased in (photos, fingerprints) starting in August 2006.
May we remind you that the digitised photo must comply with the quality standards (PDF) defined by the International Civil Aviation Organization (ICAO), given that the European Regulation is based on these ICAO recommendations governing machine-readable travel documents.
The main fingerprints to be incorporated in the European passport are the prints of the left index finger and right index finger. Nevertheless, the European Regulation stipulates that the following people are exempt from the requirement to provide their fingerprints:
- Children under the age of 12;
- People who are physically incapable of providing their fingerprints.
To collate the mandatory biometric identifiers, local authorities have been provided with devices enabling both the capture and reading of fingerprints and the automated recording of the biometric passport applicant’s facial image. The same devices can also be used to capture the applicant’s signature. This data is then automatically sent electronically to the passport registry, thereby enabling the central authority to personalise the travel document in the shortest possible time.
This document enhances travel document security by creating a direct link between the signature, fingerprints, facial image and alphanumeric data of the individual in question when passing his or her request to the local authority.
Note that biometric passports are issued individually. The passport office works on the principle of “one person, one passport” (in accordance with Regulation EC no. 444/2009). Children are no longer entered in the parents’ passport. However, the names of parents or any individuals with parental authority (based on a judicial decision) are entered in the child’s passport.

This section only concerns Luxembourgers abroad who apply for their ID card at an embassy. The Passport Office in Luxembourg is not responsible for ID cards.

Conseils sur le passeport :
- Faites une copie (photo par GSM) de votre passeport et de votre carte d’identité et envoyez-la à vous-même par e-mail. Vous aurez alors toujours accès à une copie de vos papiers importants pour vous identifier en cas de perte ou de vol.
- Assurez-vous que votre passeport a une validité suffisante pour permettre le séjour dans la totalité des pays à visiter. Certains pays n’accordent un visa d’entrée qu’aux personnes qui présentent un passeport d’une validité d’au moins 6 mois à l’expiration du visa sollicité.
- En cas de perte ou de vol:
- Au Luxembourg : La perte, le vol ou la destruction d’un passeport sont à signaler dans les plus brefs délais à la police ainsi qu’au Bureau des passeports.
- A l’étranger : La perte, le vol ou la destruction d’un passeport à l’étranger sont à signaler dans les plus brefs délais à la police et auprès d’un consulat ou d’une ambassade luxembourgeoise ou, à défaut, auprès d’un consulat ou d’une ambassade belge.
- Le Bureau des Passeports aura besoin d’une copie de la déclaration de perte ou de vol pour pouvoir émettre un nouveau passeport.
- Si vous retrouvez le passeport déclaré volé ou perdu, ne l’utilisez plus pour voyager. Il sera signalé auprès d’INTERPOL et vous risquez de vous faire refuser le passage d’un poste de frontière, voire une arrestation temporaire.
- Un document de voyage provisoire non-biométrique peut, le cas échéant être émis
- par une ambassade ou un consulat luxembourgeois (« Laissez-passer »)
- par une ambassade ou un consulat d’un autre pays de l’UE (« Emergency Travel Document »)

Ratschläge zum Reisepass :
- Machen Sie eine Kopie (Handyfoto) Ihres Reisepasses Ihres Personalausweises und schicken Sie sie sich selbst per E-Mail. So haben Sie immer Zugriff auf eine Kopie Ihrer wichtigen Papiere um sich im Falle eines Verlustes oder Diebstahls ausweisen zu können.
- Versichern Sie sich, dass der Reisepass lange genug gültig ist, um den Aufenthalt in allen Reiseländern zu ermöglichen. Bestimmte Länder gewähren Personen nur dann ein Einreisevisum, wenn der vorgelegte Reisepass nach Ablauf des beantragten Visums mindestens noch 6 Monate gültig ist.
- Im Falle des Verlustes oder des Diebstahls:
- In Luxemburg: Der Verlust, der Diebstahl oder die Vernichtung eines Reisepasses sind der Polizei und dem Amt für Reisepässe schnellstmöglich zu melden.
- Im Ausland: Der Verlust, der Diebstahl oder die Zerstörung eines Reisepasses im Ausland sind der Polizei und einem luxemburgischen Konsulat bzw. einer luxemburgischen Botschaft (oder falls es kein(e) solche(s) gibt, einem belgischen Konsulat bzw. einer belgischen Botschaft) schnellstmöglich zu melden.
- Das luxemburgische Amt für Reisepässe benötigt eine Kopie der Verlust- oder Diebstahlerklärung um gegebenenfalls einen neuen Pass ausstellen zu können.
- Sollten Sie den als gestohlen, zerstört oder verloren gemeldeten Pass wiederfinden, benutzen Sie ihn nicht mehr um damit zu reisen da dieser bei INTERPOL gemeldet wurde und Sie riskieren bei einem Grenzübertritt aufgehalten oder sogar kurzfristig festgenommen zu werden.
- Ein provisorisches, nicht-biometrisches Reisedokument kann gegebenenfalls ausgestellt werden:
- durch eine luxemburgische diplomatische Vertretung: „Laissez-passer“
- durch eine diplomatische Vertretung eines anderen EU-Landes: „Emergency Travel Document“
