Citizens of the following countries can enter the Luxembourg territory and stay for a maximum of three months (tourist visit, family visit, business trip etc.) without a visa if they provide the following:
- Albania Valid passport without a visa if holder of a biometric passport.
- Andorra Valid national identity card or valid passport without a visa.
- Antigua and Barbuda Valid passport without a visa.
- Argentina Valid passport without a visa.

- Seychelles Valid passport without a visa.

- Slovakia Valid national identity card or valid passport without a visa.
- Slovenia Valid national identity card or valid passport without a visa.
- South Korea Valid passport without a visa.
- Spain Valid national identity card or valid passport without a visa.
- Sweden Valid national identity card.
- Switzerland Valid national identity card or valid passport without a visa.
- Taiwan Valid passport issued by Taiwan which includes an ID card number from January 11, 2011 onwards.
- The Netherlands Valid national identity card.
- United Kingdom Valid passport without a visa.
- United States of America Valid passport without a visa.
- Uruguay Valid passport without a visa.
- Vatican City Valid passport without a visa.
- Venezuela Valid passport without a visa.

In all cases the passport or travel permit recognised by the Schengen countries with a validity at least three months longer than the validity of the visa applied for.

The following are also exempt:

Foreigners travelling with a :
o United Nations permit.
o Identity papers issued by the Secretary General of the Council of Europe.
o Permit for European Union personnel.
o Permit issued by the Customs Cooperation Council.
- Flight crew licence or certificate issued in accordance with the International Air Services Transit Agreement signed in Chicago on 7th December 1944.
- A valid refugee travel permit issued in accordance with the Geneva Convention of 1951 by one of the following countries: Belgium, Denmark, Germany, Iceland, Ireland, Italy, Liechtenstein, Norway, The Netherlands, Portugal, Romania, Spain, Sweden, Switzerland, United Kingdom.
- A school list drawn up by a member state of the European Union for a school trip to Luxembourg.
- Civilian crew members on the Rhine if they hold a travel document containing a trilingual stamp or comment identifying them as Rhine boatmen in accordance with the resolutions of the Central Commission for the Navigation of the Rhine.
- A residence permit issued by Schengen States which allows free circulation in other Schengen states together with a valid travel document.
N.B.: Some of these documents mentioned in this section are not recognised by all of the States signed up to the Schengen agreement. If you have to pass through another Schengen State to get to Luxembourg you should contact the authorities of this State to find out about the validity of your travel document.
A Schengen Visa* with a at least six months validation passport is required for citizens of the following countries:
* Short stay visa (maximum three month stay in a six month period) for business, tourist visits, family visits, etc.). Unless stated otherwise, the visa is also valid for other member states signed up to the Schengen Agreement, namely :

The short stay visa does not permit the carrying out of a profit-making or remunerated activity. Any stay for which the aim is the pursuit of a profit-making or remunerated activity, including paid or unpaid training placements, is subject to first obtaining a provisional residence permit from the
Immigration Service

Representation in Montenegro
Since the 1rst of January 2008, applicants for A, B and C visas (airport, transit and tourism: max. 90 days) from Montenegro have to apply at the Slovenian Diplomatic Mission in Podgorica, while applicants for a long stay D visa still have to apply at the Belgian Embassy in Belgrade.
Representation in Moldova
Since the 1rst of June 2009, applicants for A, B and C visas (airport, transit and tourism: max. 90 days) from Moldova have to apply at the Hungarian Diplomatic Mission in Chisinau, while applicants for a D visa (long stay) still have to apply at the Luxembourgish Embassy in Moscow.
